This is a polar slice scatterplot: image slices are plotted in a polar coordinate space. The code comes from Software Studies' ImagePlot software, but is unusual in that slices and not whole images are used. Hue is on the angular axis (as it should be), and saturation on the radial axis. The rather peculiar shape of the plot is of interest here. Typically, polar scatterplots look like circles or spirals.
