This is a "spoke" visualization, a way of representing the principal hues in a dataset. Hue is a "circular" property, and so is best represented that way. The data are bright, saturated slices from images posted to Flickr in Las Vegas and tagged "neon" by Yahoo Flickr's classifiers. Each spoke repeats slices out to the periphery, so that the color profile has a greater spread across the plot.
